Abstract:
Our paper focuses on differences across plants in the spatial distribution of people around the polluter, and ways in which the characteristics of the surrounding population might affect regulatory decisions. Regulatory decisions may be sensitive to the characteristics of the surrounding population along several dimensions. Different subgroups might be especially sensitive to a particular pollutant. For example, studies suggest that air pollution in the form of particulates has a greater mortality impact on the elderly and on high-school dropouts. Given this, regulators might optimally choose to impose stricter regulations on a plant with an unusually high concentration of elderly residents nearby.
