The purpose of this paper is to establish the effective recycling system. Monitoring device is necessary to deter the illegal dumping. But since monitoring is costly, the rate of monitoring is important as well as the level of penalty. We consider a model of a partial equilibrium that is composed of households, producers, disposers of waste (producers of recycle production elements), and local governments. Then there are shown to be three market equilibrium depending on the level of monitoring. An increasing of monitoring rate is also shown to be not always efficient from a viewpoint of social welfare.
