This paper considers whether a global treaty like the Kyoto Protocol is necessary to achieve effective control of greenhouse gas emissions. We review criticism of the Kyoto Protocol and difficulties of achieving efficient global climate control from a game-theory perspective. We suggest that it might be possible to control greenhouse gas emissions more effectively through parallel regional agreements rather than a single global agreement, as with global international trade. Increased trade worldwide is the result of numerous regional trading arrangements rather than a single global agreement. Since individual nations have a greater incentive to join regional than global programs, the Kyoto Protocol may be less effective in controlling climate change.
