This paper takes as given that: 1. institutions, both private and public, matter to national performance, but 2. our understanding of why some countries have developed more successful institutions than others is inadequate; and 3. a preliminary understanding of the relationship among the elements of national culture and environmental institutions will be useful. The paper explores the relationship among and between scores on the Environmental Sustainability Index (ESI) of the World Economic Forum (and its five “components”) and the four dimensions of national culture proposed and measured by Hofstede, for a sample of 43 countries.Canonical correlation analysis suggests there are significant interrelationships among the cultural and environmental sustainability measures. A linear regression of the ESI index on the cultural dimensions, income and education produces significant negative coefficients on two of the cultural dimensions (Masculinity and Power-Distance). The coefficient on education is also positive and significant. Thus, culture may help us understand the basis for institutions.
