In this paper I consider the implications for the characterization of recreation behavior of several existing methods of modeling time costs. In particular I examine how time cost modeling decisions affect the position and tilt of the budget constraint, how these decisions impact the way that recreation preferences are characterized, and how time cost decisions ultimately affect welfare measures. I use data from the 1997 lowa wetland survey in the context of a Kuhn-Tucker system of demands estimation framework to empirically implement and compare the time cost approaches. I present estimates of price, income, and quality elasticities and welfare estimates for changes in site access fees and site attributes.
